The 411 on Rent Control
Rent control has been in the news hot and heavy for quite a while. While Proposition 10 was not approved there are many changes still being voted on and quasi rent control rules in various cities being implemented throughout California as of July 11, 2019.

Rent Increase Cap and Relocation Payments in Inglewood: This month Inglewood City Council approved permanent rent control measures for the city. Landlords will not be allowed to increase rent more that 5% on rental properties built before February 1995. The 5% cap will not apply to single family homes or condos. Landlords that have not been raising their rents and are renting below market will be able to raise rent up to 8% each year until the unit reaches market rate. Relocation fees will also be required for certain types of evictions.

Statewide Rent Increase Cap: Assembly Bill 1482 cleared its first Senate committee hearing July 9, 2019. It is on its way to be vetted by the Senate appropriations committee. It limits rent increases to no more than 7% plus inflation or 10%, whichever is lower, and prohibits evictions under certain circumstances is set for hearing in front of the Senate Judiciary Committee on July 9. If passed, the law would sunset in 2023 and owners of 10 or fewer “single homes” would be exempt from both the cap and just cause eviction requirements.

Relocation Assistance in Long Beach: Starting August 1 landlords that own 4 or more units will be required to pay relocation to tenants that are given a 60-day notice to quit or by a 10% or more increase. Landlords have to pay $2,706 for studio; $3,325 for 1 bedroom; $4185 for two bedrooms; $4500 for 4 or more bedrooms. Tenant has to be in good standing on rent and have lived in the unit for more than a year. A landlord that owns 1-3 units are exempt from this rule or if the eviction is for the landlord and/or his/her immediate family to move into the unit. Also does not apply for units that obtained a certificate of occupancy after February 1, 1995.

Rent Increases Under Rent Stabilization Ordinance: For properties under the rent control stabilization ordinance, the allowable rent increase for July 1, 2019 to June 30, 2020 is 4%. (LAMC 151.07A.6).

Relocation Under Rent Stabilization Ordinance: The Relocation Assistance for July 1 2019 to June 30 2019 under the RSO ranges from $8,200 to $11,150 for eligible tenants and $16,500 to $21,200 for qualified tenants.
